Person appointed by the Governor pursuant to section 38-211 who represents an entity located in a county adjacent to the mainstream of the Colorado River that holds a valid contract with the Secretary of the Interior executed before June 1, 1996 for a diversion and beneficial consumptive use of Colorado River water in that county

Tom Buschatzke, Secretary
A person appointed by the Governor pursuant to section 38-211 who represents an entity that holds a Central Arizona Project municipal and industrial subcontract

John Mawhinney
A Person appointed by the Governor pursuant to section 38-211 who is knowledgeable in water resource management

Gayle J. Burns
A Central Arizona Water Conservation District (CAWCD) Board member designated by the President of CAWCD
