Virginia O’Connell was appointed Manager of the Arizona Water Banking Authority in January 2011.  She served as the Technical Administrator of the Authority since December 2007. Ms. O’Connell joined the Authority as a Water Resource Specialist in November 2005 following six years working in the Phoenix Active Management Area Office (AMA) in the Department of Water Resources.

While in the Phoenix AMA, Ms. O’Connell worked in the Recharge, Municipal Conservation, and the Assured Water Supply Programs.  Prior to joining the AWBA staff, she led the Phoenix AMA Recharge Program where she was responsible for the accounting of long-term storage credits and overseeing recharge and recovery projects.  Ms. O’Connell worked with recharge team members and the Hydrology and Legal Divisions to develop the current recharge application guides, streamline procedures, and develop policies.

She has a B.S. and M.S. in Environmental Resources from Arizona State University and was a research assistant while pursuing her master’s degree.
